LA JOLLA – Scores of drummers, hippie-types and college kids looking to party at Black's Beach in La Jolla were disappointed Saturday night when they arrived to find a dark and empty shore. Gone were the bonfires, fire breathers and beer bottles that go hand-in-hand with the monthly full-moon drum circles.

THE PROBLEM: Early on weekend mornings, the area around Fletcher Cove Beach Park is a happening place. Cyclists and runners gather in a parking lot across from the Solana Beach park before setting out on organized treks. If they need access to a restroom before they head out around 7, they're out of luck.
